Although Merlin was first described in the Time Travel AdventureSoulburner (p.86+) in 1992, it wasn't until 1998 that SteveJacksonGames came out with GURPS Technomancer which described Merlin's history, races, magic, technology, institutions and politics in great detail. This book is now out of print.
