depending on whether or not a God exists in your campaign. There was no "Emperor" of England, as previously stated.

Actually you'd have to place the Pope at the side of the Kaiser, as a major part of the medieval times was dominated by the question who install whom: the Pope the Kaiser or the Kaiser the pope. This was called the "Investiturstreit". Nonetheless it was always clear that God stands above both.
